Unicode's names list associates this sign with Serbian and Croatian phonetics. That is a notation context, not evidence that double grave belongs in every ordinary Serbian or Croatian word. Similar shapes, different characters
Double acute U+030B has strokes in the other direction. Two spacing backticks remain two spacing characters.
